milliner:
(plural: ‘milliners‘)
a person who makes and/or sells hats, mostly women’s hats,
e.g.
A milliner likes to be called a ‘hat designer’, but not very happy if called a ‘hat maker’, because a milliner originally designed clothes and hats not just made and sold only hats.
A private milliner these days is a highly respected professional who not only makes hats but also designs clothing for a select group of rich people.
Though the fashion of wearing hats has become out-dated in most parts of the world, milliners do good business in fashion designing, designing different types of hats for fashion models, and for the film actors who need to wear different and novel hats to suit the characters they do!
