a person, mostly men, who looks at someone or something (more often looks at people’s sex parts when they are changing clothes or when they are in a bathroom or when they are engaged in sex with others) secretly through a small hole, such as a keyhole, to get some sexual pleasure,

e.g.
The young girl started taking off her clothes in her hotel bathroom not knowing that a peeper in the next one was peeping/looking at her through the cracks in the thin partition.
The police got several complaints from the park visitors that there was one or more peepers peeping through the ventilators when the children were using the park toilets.
