The main difference that keeps a naturist from a normal person is clothes: a naturist does not like to wear clothes and is not averse to seeing other nude people; whereas a normal person, likes nature (a naturalist) and appreciates being with nature, likes to be in appropriate clothes in public.
There are several clubs all over the Europe exclusively for naturists/nudists who enjoy being naked all the time!
There are several incidents where naturists are arrested but later released without criminal charges because in most countries being naked is not a crime!
